For over 45 years, Urban Pacific Properties, Inc. dba Pacific Union Development Company (“PUDC”) has distinguished itself as a leader in the real estate development and management of large-scale commercial, residential, and mixed-use properties in the San Francisco Bay Area. Founded by Thomas W. Callinan, PUDC has built an impeccable reputation within the real estate development community based on expertise, versatility, and uncompromising integrity. These virtues have set PUDC apart within the industry.


DEVELOPMENT

PUDC has always taken an entrepreneurial approach to real estate development, illustrated by the company’s broad portfolio of projects. In addition to providing communities with luxury and market-rate residential housing and mixed-use properties, PUDC has developed affordable housing, including subsidized rental housing and for-sale affordable housing. PUDC has also been involved in the development of student housing, parking garages, hotels, a continuing care retirement community, and private school projects. Whether building from the ground up, redeveloping or renovating existing projects, or rehabilitating historic facilities, PUDC continues to meet the specialized needs of the diverse Bay Area community.


PROPERTY MANAGEMENT

PUDC’s management division proactively devises strategies that preserve and maintain value. Operating under the Urban Pacific Properties, Inc. name, our property management portfolio includes affordable and market-rate rental housing, commercial, mixed-use properties, a homeowner’s association, and a boutique hotel. Our management staff is specially trained to adapt to the diverse and evolving requirements of our properties, with special emphasis on service and respect. We consistently exceed the expectations of our owners and always go above and beyond for our tenants, residents, and guests.

Tom started Pacific Union Development Company in 1975 with the objective of utilizing land and existing buildings to meet the various real estate demands of an urban market. As President of the company, Tom is responsible for the creation and management of new development opportunities. Prior to founding the company, Tom served as Vice President of First Interstate Mortgage in San Francisco, where he directed the financing of residential developments, and specialized in low and moderate income housing.

Tom graduated from Marquette University, and then served as a Captain in the U.S. Marine Corps. He subsequently worked for two years as Assistant Program Director with Catholic Relief Services in East Africa. Tom is actively involved with Warrior Canine Connection, a foundation that trains service dogs for military veterans suffering from physical and/or psychological injuries. Tom is a member of Lambda Alpha, and also serves on several Boards.




 
 

Nathan Nishiguchi

Nathan Nishiguchi joined Pacific Union Development Company in 2012 as Chief Operating Officer and Head of Acquisitions. Nathan leads the company’s acquisition efforts as well as oversees operations of the existing portfolio. Previously, Nathan was an investment banker with Jefferies and Company advising clients on M&A and capital raising transactions. Nathan received his MBA from the Wharton School at the University of Pennsylvania, and his B.S. in Finance from Santa Clara University. Nathan is a licensed real estate broker in California, and an active member of SPUR and ULI.

Joel Roos joined Pacific Union Development Company in 1993 as Vice President of Development. He is responsible for generating new development opportunities as well as managing the day-to-day development of the company’s projects. Joel specializes in complex, large-scale, mixed-use urban infill projects. Joel is a graduate of Hampshire College with a BA in Architectural History. He has served on several nonprofit boards including the San Francisco Jewish Home for the Aged and the San Francisco Friends School. Joel currently sits on the Board of Congregation Emanu-el. He is a member of ULI, SPUR and Lambda Alpha.

Kathleen "Kacey" Callinan joined Pacific Union Development Company in 1998. As the Director of Property Management, she oversees the existing portfolio for the Urban Pacific Properties' property management division. Kacey has a passion for real estate and design and brings this passion to the properties UPP Manages. Kacey spent a year abroad with the Gonzaga in Florence Program and graduated from Regis University with a BA in Art History with an emphasis in Architecture and Design.

Jen Kong joined Pacific Union Development Company in 2002. As Controller, she manages the company’s financial functions including accounting, audit, and investor relations. Jen also handles the company’s human resources needs for payroll, benefits, and compensation. Prior to joining PUDC, Jen worked for an executive recruiting firm, specializing in the technology sector. Jen graduated from UCLA with a BA in Sociology and a specialization in business and administration.
